A cluster of National Wildlife Refuges exists in Louisiana. The Southwest Louisiana National Wildlife Refuge Complex is comprised of Cameron Prairie, Sabine and Lacassine National Wildlife Refuges. The complex manager is Don Voros. Cameron Prairie phone # 337 598-2216, Lacassine NWR is 774-5923, and Sabine NWR is 762-3816.
The existence of this complex shifts my application of Ramsar designation to this NWR cluster. This clustering precedent will make my cluster proposal more realistic. The complex is public (federal) property, which the U.S. Fish and Wildlife Service mandates for consideration to the Ramsar list. This requirement is only used by the U.S., as Ramsar does not limit potential sites as it relates to land ownership or property rights--Ramsar does not affect soveriegnty or land rights issues on any proposed or existing sites on the list of Wetlands of International Importance.
I will schedule an interview with the Complex Manager and make an on site visit to observe photograph and collect data.
